John Moran
Strategic Advisor, Post-Conflict and Emerging Markets. DFC-US Special Representative for Ukraine's Economic Recovery

John Moran is highly-experienced in emerging market finance and standing up new finance initiatives to address critical strategic priorities, having worked on the most challenging challenges in the U.S. and throughout the world.
He has done so as senior advisor to C-suite and senior executive teams, and as a senior executive leading project/transaction teams in the U.S. government. This includes currently helping to stand up a finance program to invest in America’s innovation and semiconductor manufacturing, after successfully guiding a restructuring of the DPA loan program that has committed nearly $800M to support domestic medical supply chain manufacturing. In addition, he served at U.S. Treasury and OPIC as a lead representative on Balkans economic issues, where he established and ran a regional office in Southeast Europe resulting in a broad range of infrastructure, IT and financial transactions in a turbulent region.
After a successful career as a private attorney in Washington D.C., he has served Democratic and Republican Administrations in various senior roles at DFC/OPIC, U.S. Treasury, USAID, and – now – Commerce. In each position, he has focused on how to mobilize private investment to help U.S. businesses deploy capital and expand production in key strategic sectors, catalyzing economic growth at home and abroad. He brings an unusual blend of skills and experience that permits him to take both a leadership role for an institution and to coordinate roles and responsibilities to achieve maximum utilization and results for that institution.
